Assign the measurement boundary and owners
Before relying on affiliate attribution, record the business decision, covered sites and apps, jurisdictions, intended audience, program, analysis window, and explicit exclusions. Name owners for link creation, tags, consent, merchant integration, network reporting, privacy review, and incident response. Define when evidence is fresh enough to approve a decision. If nobody owns an event or a retention rule, status is unknown rather than pass. This opening gate prevents a technical checklist from approving a measurement purpose that was never justified.

Instrumentation and event-definition checks
Verify the current event dictionary, deployed tag versions, redirect chain, parameter allowlist, timestamp zone, conversion trigger, deduplication key, transaction reference, attribution window, approval state, reversal state, and payout event. Google's documentation can establish attribution-model concepts; the configuration record must show which model and conditions are actually active. Capture one authorized trace or vendor sample. Fail the gate when an event name has two meanings, a parameter silently disappears, or test and production behavior are assumed equivalent without evidence.

Consent, purpose, and data-minimization checks
Inspect what fires before, during, and after each permitted consent state. Confirm that the interface communicates choices, the signal reaches relevant tags, withdrawal is handled, and identifiers have documented purposes and lifetimes. Google's consent material assists implementation review, while NIST provides a broader privacy-risk framework; neither replaces jurisdiction-specific analysis. Record data recipients, retention, access, and deletion paths. Stop when collection exceeds the declared measurement purpose, a refusal is bypassed, or the team proposes joining records merely to improve a reporting total.

Quality, timing, and reconciliation checks
Compare publisher, analytics, network, and merchant records only after defining populations and maturity. Validate UTC and local time, currency, filters, bot exclusions, refunds, cancellations, pending age, and export time. Look for duplicate keys, orphan events, impossible sequences, and sharp changes by device or browser. The IAB Measurement Center's emphasis on common measurement language supports this control. Require an explanation for expected differences; do not require identical totals when consent, scope, or attribution rules intentionally differ.

Incident and hard-stop checks
Maintain a change log with deploy time, owner, reason, rollback path, and affected reports. Define alert thresholds for redirect loss, duplicate events, missing postbacks, long-pending conversions, and approval-versus-payment mismatch. A triggered threshold opens an incident; it does not establish cause. Hard stops include unknown consent behavior, undefined event semantics, insecure identifier exposure, or an unreconciled authorized trace after the documented processing window. Exceptions need an approver, compensating control, expiry, and evidence required for closure.

Approval means observable within limits
Sign off with linked evidence, checked dates, unresolved gaps, prohibited interpretations, and the earliest reconsideration trigger. Another reviewer should be able to replay the click-to-commission trace without access to private data beyond their role. Approval confirms that the system behaves as documented for the sampled configuration; it does not prove incrementality, recover every cross-device journey, or guarantee future platform behavior. Reopen the checklist after consent changes, browser or tag updates, merchant integration revisions, attribution-window changes, or a material reconciliation incident.

Sample the chain after launch
Schedule evidence maintenance rather than relying on launch-day success. When legitimate events occur, sample one ordinary click path, one approved transaction, one reversal or cancellation if available, and one payment statement. Compare their status histories with the declared dictionary and escalation path. Do not manufacture rare events to complete the sample; record 'not yet observed' with a future trigger. Track the percentage of checks with current evidence, but never average away a failed consent, security, or definition gate. Approval expires when the underlying configuration materially changes.
Record the person who reviewed the sample and the date on which its evidence should be challenged again. A missed review date returns the affected control to unknown; it does not silently extend approval.
