Inventory decisions due before choosing measures

Set the condition that triggers action, investigation, or waiting before opening the latest result. Include a minimum denominator, data-completeness requirement, and contradictory signal. For volatile measures, use a range or repeated pattern rather than reacting to one point. A wait rule should name the next evidence date and what safeguard would override waiting. This keeps patience from becoming indefinite avoidance.
GOV.UK’s alpha guidance offers a practical precedent for success measures tied to risky assumptions. Adapt that idea without treating every operational review as an experiment. Thresholds should be proportionate to consequence and revisable only with a dated rationale. If a decision is high stakes or requires statistical inference beyond the team’s competence, seek qualified analysis instead of relying on a meeting rule.

Run the agenda in decision order
Minute 0–3: restate the decisions and confirm ownership. Minute 3–8: check tracking changes, missing data, sample composition, and maturity. Minute 8–20: review only the registered evidence, starting with safeguards and contradictions. Minute 20–27: select an action, a bounded investigation, or a justified wait. Minute 27–30: assign owner, deadline, expected follow-up trace, and next review.
Do not use the session to redesign every metric. Park definition problems as owned work and decide whether the affected choice can proceed. Close the loop in the register
Record the result in one row: evidence date, interpretation, uncertainty, chosen action, responsible person, due date, and predicted follow-up. At the next meeting, inspect the prior action before new charts. Did the expected trace appear? Was the action completed? Did an external change invalidate the rule? This turns a sequence of meetings into a learning system rather than independent reactions.
Retire metrics that repeatedly produce no decision, duplicate another signal, lack trustworthy data, or cost more to maintain than the choices they inform. Archive definitions and retirement reasons. A smaller register is a sign of governance, not neglect. If a metric is kept for accountability or compliance rather than discretionary action, label that role so it is not forced into the same review logic.

Pilot the ritual without claiming causal proof
Use the agenda for three cycles with the same decision templates. Track meeting duration, number of action/wait/retire outcomes, overdue follow-ups, reopened decisions, and safeguard exceptions.
