Stop when the chosen disposition is live, material claims have a current verification state, dependencies are updated, technical signals agree, a second-person check passes, and an owner plus next review trigger are recorded. Hold instead when evidence conflicts, legal authority is missing, a redirect target does not meet the old need, or a high-consequence claim remains uncertain. Schedule rechecks by volatility, not one universal interval. The output is a risk-weighted queue with receipts and safe stops; it cannot promise recovered rankings or prevent every external source from changing later.
