Treat readiness as a governance gate
This checklist decides whether a recurring metric review can responsibly act, must revise its evidence plan, or should stop. It does not reward dashboard size or meeting frequency. A missing decision owner, invalid definition, immature evidence, unresolved privacy issue, or absent safeguard is not cancelled by other completed items. Bring the metric specification, tracking history, action options, prior decisions, and relevant data-quality record.
DORA’s performance guidance supports balanced local improvement and warns against gaming and context-free comparison. The checklist applies that caution to editorial and business reviews without importing software metrics as universal answers. Date every item and assign an expiry based on tracking, product, and operating changes.

Checks 1–3: decision contract
Check 1 names the specific choice, not a broad goal such as “improve engagement.” Check 2 names the person or group authorized to choose and the latest useful date. Check 3 lists realistic actions, including wait for maturation, gather a different observation, or retire the metric. If every result leads to the same action, reclassify the chart as monitoring or accountability rather than decision evidence.

Check 4 fixes the metric definition, numerator, denominator, segment, exclusions, and source. Check 5 documents collection interval, maturation delay, and last reversible action. Check 6 states the role—mechanism, outcome, safeguard, monitoring, or accountability. Check 7 identifies a contradictory measure or qualitative trace that could change interpretation.
The Kanban Guide supports flow definitions when the choice concerns active workflow; GOV.UK’s alpha guidance supports measures tied to risky assumptions. Neither makes a proxy valid for another decision. Reject a chart whose role is unclear or whose evidence matures after the action window. Keep “not measured” uncertainty visible.

Checks 8–10: thresholds, safeguards, and data quality
Check 8 records an action, investigate, or wait threshold before the latest result is opened. Check 9 keeps a non-negotiable safeguard outside any weighted total. Check 10 verifies completeness, tracking version, sample composition, missingness, and reconciliation with the source. If the data-quality gate fails, mark the metric unavailable and decide whether a safe wait or escalation is possible.
Use ranges and confidence labels where precision is weak. A threshold is a policy chosen for a decision, not a fact discovered in nature. Preserve the old rule and date any change. Do not lower a safeguard because a headline outcome looks favorable or raise a success cutoff after seeing disappointing data.

Checks 11–13: closure and learning
Check 11 assigns an owner and due date to the selected action. Check 12 records the follow-up trace expected if the action works, plus when it can be observed. Check 13 defines retirement or redesign conditions for a metric that repeatedly yields no decision, lacks trustworthy data, duplicates another measure, or imposes excessive review cost.
At the next review, inspect the prior action before new charts. How People Learn II supports reflection and evidence-informed adjustment, but the operational value comes from preserving the link between action and follow-up. An unresolved action cannot be hidden by a fresh reporting period. Archive retired definitions and reasons rather than erasing the history.

Resolve failures and keep the checklist bounded
For every failed item, record the repair, evidence, responsible person, and recheck date. Re-run dependencies: a changed definition invalidates thresholds and historical comparisons; a changed decision can invalidate the entire metric set. Escalate privacy, safety, rights, regulated-claim, or statistical-complexity concerns to qualified review rather than forcing a pass.
Passing all thirteen checks means the review is ready to make one governed decision; it does not validate the metric’s causal meaning or predict an outcome. Start with a small register, document action or justified waiting, and remove charts that cannot earn attention. Set the next full audit by 2027-02-10 and earlier after tracking, authority, product, or audience changes.
